About APS Reform

APS agencies are working together to implement APS Reform initiatives and projects.

The APS Reform Agenda

In October 2022, Senator the Hon Katy Gallagher, Minister for the Public Service, announced the Government’s APS Reform agenda to further strengthen the public service.

It includes 4 priority areas for an APS that:

  • embodies integrity in everything it does
  • puts people and business at the centre of policy and services
  • is a model employer
  • has the capability to do its job well.

These changes are helping to build a stronger public service with the capability and capacity to better deliver for Australia, now and into the future.

APS Reform draws on a number of sources:

  • the Independent Review of the APS (the ‘Thodey Review’)
  • lessons learned from the Government’s response to the COVID-19 pandemic
  • past reform activities undertaken across the APS
  • elements of the National Partnership Agreement on Closing the Gap
  • international experience of public sector reform, including recent reforms in New Zealand and the United Kingdom (UK).

It includes a number of the Government’s election commitments, such as establishing a National Anti-Corruption Commission and achieving Net Zero in the APS by 2030.
